Don't start HRT because you just want to be pretty and feel more people will think your hot as a woman. Do it because it is who you are and try your best to accept yourself for however you change based on estrogen. After-all whatever change you do experience will be that much closer to how you should have looked (genetically speaking) if you feel you really are a woman. As for general fashion advice, the patterns on your outfit are clashing and leaving nothing for the eye to focus. Switch out either the skirt or the top for a single colour like black (I'd suggest swapping the dress, I really like your top the tones work well with the colour of your hair). Also try adding a thick neutral toned belt to help form the illusion of a waist.
