Alright Maddie, here's the rundown:
Good pitch, but the voice still isn't there, and I'll explain why.
If you don't know how to already, you'll need to invest time in projecting your voice from different parts of your throat. Basically, stressing different parts of your vocal chords that, even at the same pitch, produce different sounds.
The key is to project from high up at the top of your throat, near the back of your mouth. You sound like you are projecting from about mid-throat, so I think you can do it.
If you want me to do a little audio tutorial on how I do it, I'd be happy to help, and I wish you the best of luck on getting that perfect girl voice ^_^

Assuming you are MtF, I'd say you need some work. I'm sure you'll be fine if you do enough though, no worries.
One, I noticed you sounded a bit raspy. I don't know if it was because you were whispering (or at least sounded like you were), or what.
Two, your pitch is a bit low. I don't know if you have a naturally deeper voice, but I would try to work on that.

Try raising your adam's apple up and backwards while speking from your mouth, not from your chest. It's too hard to explain here dammit, just check /mtfg/ OP or youtubeable channel for it.
Once you get the gimmick, enable hearing your mic on your computer if you have one. It's specially good if you go on calls on skype or other voice programs often. It will be strange and annoying to hear your voice at the beginning, but once you get used to it, it's pretty useful and helps to build some confidence on your speech.

Alright, that definitely gives us a better idea of how you sound. I'd try stressing higher points in your throat as you talk, which should change the sound you are making, but not the pitch.
I'd just mess around with that for a while, record yourself, and see what sounds good and what doesn't. When you get something that you are satisfied with, I would then work on perfecting that, and making it a more casual way of speaking.
