No, sex is not genetic. There is a specific gene that if you have two copies of it, you will be male. There is another one that 2 copies of will always make you female. With both of them it doesn't matter if you are XX or XY.
What they have figured out is the sex you are is a negotiation among 20 to 30 genes, and there may be more that also have their input. Furthermore the sex they decide on can change during development. This is how we end up with intersex, lesbians, gays, bisexuals, and transgenders.
