There are literally people on tumblr (mostly girls, too) that will very passionately argue that "you don't need dysphoria to be trans". That's a bit too strict, since most interpret transsexual as meaning post-op. I'd say whether you transition or not is the main criteria. If a non-dysphoric person transitions, I'd consider them trans. And if an AMAB person gets diagnosed with gender dysphoria and goes on HRT but just lives as a guy with boobs without transitioning, I'd just call them a gender dysphoric cis guy.
