What I realized after coming out recently as trans to my parents at 20 years and also thinking throughout childhood that my parents would think it's a phase: My parents might have stopped thinking it was a phase and perhaps helped me do something about it if I had started consistently insisting earlier on in childhood and not hiding. They do think it's a phase now, but they might realize it's not later on.
Basically, I'm saying you should come out even if they would think it's a phase, because if you come out 10 years from now, they'll think it's a phase even if you have been dealing with it that entire time and before then, but if you come out now and 10 years down the line you confirm to them you still feel the same way, they won't be able to deny it's not a phase. Regardless, if you go another 10 years without doing anything you're going to fuck yourself up so badly it won't matter whether your parents treat it dismissively as a phase or if they beg forgiveness from you from not understanding you sooner.

Transitioning (medically or otherwise) isn't what makes a person transgender. It's not identifying with the gender they were assigned at birth. The overwhelming majority of people who transition will be trans, but any man looking to cultivate a feminine or androgynous aesthetic has reason to take hormones - anti-androgens if nothing else. It looks like a few are closeted trans, but plenty really just look to make an aesthetic choice, such that I'd rather not speculate.
