A lack of alot of things causes this like for example a stable and involved household. Alot of people gay, bi, and straight come from single parent households and they are worse at parenting simply because only one parent can only do so much.
Other factors on the part of the person like immorality (forgive me for the expression but its the best one), high sex drive, tendencies for acting out are all factors.
If you are involved with a partner like this try and keep them either distracted or if you love/like them just shut them up softly.
