It can take a while to get hard after having little T for a long time. Most people should still be able to have piv sex fine just a little differently maybe.
I am MtF and have been doing estrogen injections for more than 5 years since I was a young teenager. I have PiV sex just fine, so it's possible, but it likely differs from person to person.
