POC ostensibly means "nonwhite" but is most commonly used in situations where the people in question are primarily, if not entirely, black. It's also used almost exclusively when the people in question are not the dominant ethnicity. Those two qualifications mean that it's almost exclusively used by Burgerland.
I don't know why the term "racial minorities" fell out of favor, because it's the only descriptor which accurately conveys the reason you're grouping all those people together in the first place.
