Yeah I've- mostly muttered everything for a long time, which makes me annoyingly hard to be understood. Volume control is hard, I either feel like I'm always whispering or I'm fucking yelling.

It's hard to explain and definitely the hardest part. I had to sort of tighten my vocal chords and focus on making sure vowel sounds came out clear without a bunch of undertones. A lot of times I'd just practice pure vowels like "eeeeeeeeeeeeeeee" and try to get a clear tone. I'm a musician so it probably helps with the vocal stuff. The biggest thing is making sure the voice is coming from the throat and not the chest

It might be because it sounds like your voice is constantly straining. It could also be that your voice cracks from time to time. When you speak where is your voice coming from?
I actually know someone in a similar position as you. Her voices cracks sometimes even though she's in her mid-20s. She had some hormonal issues during puberty dealing with hirutism which may have also affected her voice. The hormonal issue corrected itself when she started birth control but she still has the occasional almost prepubescent cracking boy voice even though she's cis as well and looks really cute. It's just her voice was messed with due to hormonal imbalances during puberty and maybe the same thing happened with you.
