The best shop I've been to in Phoenix so far has been Shooter's World on 28th Ave. Their prices and selection are OK. Nothing too special, but if you buy a gun from them, they give you two free range passes, a T-shirt, and a coupon for lessons from them.
Go check out Cabela's. Their prices suck, but they have a pretty neat selection for you to handle. There's also Mo Money Pawn Shop. Their prices also suck but they'll usually have some interesting guns in there. Last time I was there, I noticed an HK91.
The best place to buy ammo is Ace Hardware on Indian School Rd near 32nd St. The prices and selection are pretty damn great. Cheaper than online most of the time. If you want to do an online transfer, I'd recommend Rezz Guns also on Indian School Rd. The guys working there are pretty cool, and they charge like $20 last time I was there.

I'll confirm that Shooter's World is a good place, not just for firearms, but for a range, if you like indoor ranges. Ben Avery is to the north, and it's the only range I go to now. Sure, I may not be able to purchase ammo there to keep shooting, but I can zero in my AR and my new Mossberg Patriot at longer ranges, and that's worth a lot for me.

Former SCfag here (charleston). Phoenix sure is a fucking shithole. It's miserably hot in the summer (inb4 "b-b-but its a dry heat!), it's filled with the worst drivers that the country has to offer, and I've driven all over the god damn US. It's ugly. Driving through the city is depressing. The cops are shit, the people are shit, the weather is shit... It's shit.
That being said, OP, if you like shooting guns, this is probably the best place to be. In fact, it's the single only redeeming thing about this fucking place. Let me give you some advice: go on back page and you can meet perfect strangers in parking lots to wheel and deal with firearms, and buy the gun of your choice tax free... and it's perfectly fucking legal. Open carry? No problem. Lots of desert shooting spots. Lots of gun stores.
One day I was in a circle k and the cashier and two customers all had all their pistols out right in the fucking store, comparing and talking about how much they bought theirs for.... This place is a gun lover's hell hole paradise.
