The caps come off by twisting and a pulling. They are tear drop shaped and the tear drop portion fits into a channel on the stock. You then just twist it and pull it out. Vltor also makes a stock with similar geometry.

Hey, I was in the same situation as you. I worked at an LGS for a while and learned that a stripped AR lower is considered an "unknown". Unknown also means you have to be 21+ to buy. I bought a private sale basic bitch AR and am going to do mods as I go. I would suggest finding a complete AR for pretty cheap if you can, and spend the money for the whole thing first, then do the rest as you go. I understand how money can be, and understand you might want to buy the lower first, being it's cheap and you can get parts as you go. There's really no way around this obstacle other than buy yourself the rifle itself. I hope this helped. Pic related is my basic bitch.

Yes except the lower receiver, just go buy one at your local gunsmith store because thats the actual "gun" part and you'd need an FFL transfer for your lower and its worth paying a slight markup for the lower locally anyway because if you don't you'd still have to pay the $25 for an FFL transfer since its technically a "gun".
