Beret and beret style hats are pretty common historically. See various men's bonnets. The modern military style ones are something of a mutant offspring of those.
Can't answer for the whole of the why but: French started wearing them, who copied from another country.
Brits started wearing them in WWI and took off in WWII, esp among tankers and airborne types.
US paratroopers on the 509th were presented red berets from British counterparts, the thing took off from there for the Airborne.
Allies won WWII. Rest of the world copied Allied things for various reason (Commonweath members, copying US etc.) Soviets liked them to so Warsaw Pact & various countries that were aided and "aided" by USSR saw them too.
In 2001 (pre 9/11) Shinseki decided what would fix the moral issues in the US Army was new hats. Everyone was issued a black beret, a good many of which were made in CHina, and the Rangers got pissed about "thier" color of beret being worn by a bunch of pogues, so they went and created a tan color beret.
The rest of the Army went along with it and discovered that Berets are inferior to a patrol cap in garrison. Army kept it in dress uniform but brought back the patrol cap for daily wear because a black beret is hot and has no brim to keep the sun out of your eyes.
Other nations, esp third world tin pot shit holes copy US uniform fetishes but are filtered through their own cultural lenses ie: Officers in US military tend to wear service uniforms, even in staff jobs vs class B uniforms ala Bradly in the field in WWII. Plain & unadorned except for rank/tabs and subdued. Other nations put non subdued rank and all the gewgas and medals on 'em so people will know that the person they are looking at is important but defeating the very reason for wearing a combat uniform like everyone else. . .

Besides the fact that helmets are uncomfy, there are psychological reasons for this. First of all, having soldiers walk round in funny hats is a lot loss Intimidating than helmets. That shits for warzones. It also has a psychological impact on soldiers. Cam cream and helmets tends to put soldiers in much more of a 'fuck you' mindset than berets do. Even in training putting a helmet on means you're about to slot cunts, and as such it becomes almost pavlovian.
They are a psychological de-escalator, and that is why they are useful. Also far more cosy and waterproof than they look.

the problem with the drop leg isnt the holster in itself, but people who watched too many spaghetti westerns and use them in _literally_ the least comfortable way conceivable: dangling practically at the knee, and for no reason. they were developed for specifically the reason you describe: vests block the belt, so holsters have to go elsewhere. the top stap should practically in your crotch, so that the pistol is almost riding as high as it would be were it still on the belt

They were adopted by tank crews as an alternate to the larger covers of the infantry/others. This came after a tank officer saw some French soldiers wearing berets; he thought they would be good for tankers. He didn't like there huge, floppy ones though and adapted his own based on a Scottish-hat (forget what it is called) and voila the modern mlitary beret was a thing.
From there various people thought it looked neat and then of course the association with 'elite' groups happened at some point, which then made everyone want to wear them again.
So, though they seem impractical for the reasons people have said in here they actually were adopted for practical reasons (tank crews needing hats that worked well in their environment).
