They didn't throw it out per say, they made it clear that thermal clips were changable. In a prolonged ground engagement you could fire and and fire and just wait for the thermal clip to cool. If you are caught in quick and dirty close quaters combat like Shepard was, you could swap the clips out at any point.

Wearing this outfit makes your dead-eye meter regenerate twice as fast. Having the Legend of the West outfit unlocked (dont have to wear it, just have it unlocked) grants twice as much dead-eye. This combination objectively is therefore literally the BEST outfit for combat in the game.
