The GIGN is a special force unit supposed to intervene when terrorists attacks occur.
In the night of the 13th of november, we already know the killing in the bataclan started at 21h40 and ended at 0h15.
Almost 3hours in a big city with no elite force acting?
Just so you know, it took less time to special force in norway to reach Breivik and he was on a island and they had no helicopter...
Not only we know that some soldier could have act very early in the killings but again the orders were : don't do anything.
Now we know also that the GIGN had 40 men ready but again : don't do anything.

For having worked for a French company, I can say that Frenchs love red tape. Nothing gets done without overcomplicated, overthought and tedious directives/processes. No shortcuts are allowed, and should you ever try to do something outside the box, like take a shortcut, the others will sabotage your work (especially if you shortcutted a boss, he will be extremely butthurt and resentful). Once SHTF all the blame will fall on you for not having followed procedures. So, that boss who didn't send the GIGN did exactly what normal French people do, follow dumb procedures and show no initiative. If he had sent the troops and something would have gone even more wrong than it did, he would have been sacked. Instead, he chose the French pépère-pantouflard way.

1) Paris wasn't Gign territory at that moment. Blame the administrations etc but don't blame the Gign itself.
2) hurr duurrr the soldiers could have acted. Except it was a unit of fucking tankers who was on duty that night. And even infantrymen wouldn't jave fared better. There is a reason why storming a building to rescue hostages is left in the hands of highly specialised, highly trained teams. An attempt could have ended in an even greater bloodbath, and yes there are moments when it is better to do nothing than try something doomed from the start.

Also FYI overall the servicemen did help a great deal that night. They secured the areas, did combat first aid, and generally kept their cool while everyone was losing their shit (and rightly so). Everyone from policemen to medics turned their heads to the soldiers because they represented small beacons of stability and reassurance among the mayhem. I got first hands report to prove my point, if anyone's interested in the stories.
