Why would they do that when they have a shit ton of factories and design bureaus capable of outputting decent products? Not to mention plenty of countries still use Eastern hardware; plenty of customers and userbase.
Integrating to the economy and defense industry doesn't mean all of a sudden using western hardware specs.

India buys shit loads of T-90s, Venuzuela adopted the AK-103 as well as other stuff for their ground forces, Vietnam buys subs, the UAE buys BMP-3s. Not to mention ex-soviet states and SEA counties buying their aircraft.

They haven't laid one down since 1989. Think about that for a minute. No destroyer, cruiser, battlecruiser, carrier, LHA/LHD or LPD since 1989, unless you count them having to get into bed with France to build half a Mistral because they couldn't by themselves anymore.

1250 total, only 610 of which were actually bought from Russia. All the rest were domestic built. And they're pushing through their own domestic design as we speak. Also note this tank is an update of a tank already 23 years old.

The F-35 deal alone represents more sales revenue than all Russian sales in the last 3 years. Also, the Russians are still primarily selling updates of platforms which were designed when they were still called the USSR, except for a few outliers like the Gepards (arguably - laid down in 1991).
The Russian arms industry is a shadow of what it once was.

That's a different program entirely.
This is the what the Rafale program was suppose to be originally, but then was cut to a straight 36 unit buy.
The F-16 licensing and production is succeeding the Rafale licensing which was too expensive and the Indians were asking for too much ToT.
Given that LM has exhausted major F-16 deals, they saw fit to give the Indians a cheaper offering and ToT.
Saab was also offering the Gripen in this deal.
