Third rank also same as the first two, but for every third man in the rank, his baton and shield is replaced with crowd control kit. I.e gas launchers, stun guns, beanbag guns and hand throwable tear gas canisters.
Fourth rank armed with lethal kit. i.e rifles, handguns, plates, webbing and ballistic helmets, Similar to pic related. Minus the choco chip camo and replaced with Multicam. Centre man detail of the fourth rank armed with only a handgun and a flag acting as a Standard Bearer. The pattern of the Ensign depending on the insignia of that police detachment. I.e LAPD or the Brit Metropolitan police.
Tactics similar to that of the late Imperial Roman Legionary Cohort, same formations and manoeuvres.

Also, the problem with using anything "non lethal" is when the person you're trying to defend against is strong enough to resist it. There are cases of people being able to still stand after being hit with a taser. Chances are, there are people who can take a rubber bullet to the chest, shrug it off like it's nothing, and then punch you in the face for having the audacity to shoot them.
Just use the most lethal shit you've got.

I used to work with police horses, they take a long time to train because they are naturally scared animals and flea from humans. Also rioters are assholes who do stab/attack the horses and the vet bills are though the roof and sometimes the horses never see action again

I would want to be an operator on one of these mounted on an APC.
It would be better with multiple vehicles, also equipped with high pressure hoses with adjustable nozzles, gas dispersal, and a stash of riot kits, including shields, batons, first aid, flash bangs, bean bags, and whatever else we can cram in there. I would also want some extremely powerful loud speakers and spot/flood lights, and lots of cameras to be able to take my sweet time and sort out the real fuckwads who managed to get away.
The ADS2 system still looks huge, even though it has been downsized, so I don't know how much more you could cram onto an APC that is still useful in an urban setting, so vehicles would probably have to specialize to some extent.

Riots are the emergency control valve of a society for when the peaceful protests are seen to be the sham they are. People get to vent their rage at whatever the issue is and then they are too busy dealing with clean-up/court to follow up. Crush the riots too brutally and the hardcore dissidents will decide that smashing up your own neighbourhoods is retarded so going where the powerbrokers live is the way to go & assassination of politicians will get the message through. Some will decide that killing cops/military will 1) make them more nervous about their personal safety while 2) increasing their brutality to the non-violent pushing them into direct action.
