Generally speaking, there aren't a set number of pokes running around and available only the once. If that were the case, there would be much more general frustration.
Hell, my theory is that if there's a shitton of players in a dense population area, there's fewer random encounters because they're animals and animals generally don't like lots of humans.

I don't even play it, but I walked around with my friends who play it for two fucking hours. I even saw a pizza delivery guy drop a pizza off, then run over to a pokestop.

There is a circle, you hold down the ball and when the circle gets to the smallest you throw it at the beast. The beast's circle will keep clycling large to small. If you sit and wait, chances are you won't get much.
If you just want to catch and not hatch, just take a bus and have the screen oriented so that you are everything recede away from you. If one spawns, it lasts a few seconds on the screen for you to tap it and chance a catch.
Alternately you can just douse yourself in lure shit and start walking.
Don't forget a handgun when wandering around after dark.

Make sure you avoid shady areas (it's not worth the eevee mang), and if you're going to go "hunting" in unfamiliar areas, or at night, I strongly recommend going in groups and designating one or two guys who aren't playing. Hell, even in daylight hours you should do this.
And to answer OP, open carrying while you're not paying attention to the world around you is asking for very bad things to happen to you and everybody near you.

Don't bother with teams. All you do is waste time to take over gyms that could be spent leveling up. Unless you can hold a gym for longer than 1 day, you don't get bonuses (like the coins).
There's some strategies to playing gyms for star dust and exp, but it really doesn't matter because all you really need to do to surpass the gym faggots is keep walking around, catching, releasing, hatching, and evolving.
