Hey, uh, I belong to the Corps of Engineers and one of my buddies IS an actual underwater welder. So....

He's also an Engineer. Now I'm not saying I could administer the inspection or permit, that would be an obvious conflict of interest. The Corps itself is pretty small though, I'm sure I know some people.

We build our own free floating island chain composed of individual fortress islands surrounded by layers of tinny innawoods islands, factory/greenhouse barges, beach platforms and wave breaking floating rock walls.
An island chain that can change formation (with each satellite pass?) and relocate itself (to or even around new locations) is more tactically sound than waiting for your stilts to rot.
If a hippy can do it with garbage, imagine what could be done with a bunker budget?

Think of it this way.

Now dozens of free floating compounds each flying its own flag allows for expansion, individual expression and the option of moving contained areas to the rear or away.
Each section starts small and modular from salvaged material so start up cost is realistic. Free floating steerable/semi powered 70% landmass vessels are hard to classify and regulate (considering its mostly root balls and topsoil around buoyant frameworks). Do it in mass and be a group force to be reckoned with. But once again many flags, no leader like a squat city.
Cant raid the whole place at once, each compound island over watches each other. Compromised areas can be cut loose or scuttled without effecting the whole.
A cluster of islands can be pulled out with a tug into a string to blockade areas, cut off/ control routes or even wrap around a vessel like a snake.
Dont be a zit to be popped, be a spore mold that cant be stopped.

The issue is that they built up from pilings driven underground into the continental shelf; thus, an improvement made to US owned land.
