Qualified immunity prevents police officers from being sued for acting within department policy. If their actions were within the normal operations of their PD, you must sue the city/PD. If it's outside the normal operations, they city will not indemnify the police, at which point you can sue the individual police officer. This usually doesn't happen except in egregious circumstances
Amusing, Cleveland refused to indemnify the officers involved in the killing of Tamir Rice. The city then hired financial experts/bankruptcy lawyers for the officers so a lawsuit by the family against the individual officers wouldn't get them any money.
