Closest I have to operator fantasy is stumbling across drug dealers while out for a walk, drawing on them and filling their brains with bits of lead and taking their cash. I think I put that out there because I wanted somebody to ask.
The main political institution is an assembly based on the Greek model. Every male citizen has the right to participate in the assembly and vote on laws, but they need to swear an oath to the city and maintain their own weapon for militia service. Women and children have to work in the civil defense, which does things like dig trenches and manage logistics. Laws are passed by acclamation, constitutional changes require a referendum with proper vote counting. Elections are held by the standard "put rocks in a box and then use an abacus to count the rocks.
There would be two chief executives. The first would be prime minister chosen from within the senate, by acclamation. They have no set terms, and can be hired or fired at will by the senate. They run the civil service, which for a smaller city will probably just be a desk and a stack of papers.
There would also be a mayor, who commands the militia, and does foreign policy shit. In general, the prime minister runs things inside the wall, the mayor runs things outside the wall.
You could make paper out of wood with a little training, and ink out of lamp black and egg whites. Because watermarks are hard to make, fingerprints would be used to prevent forgery of counterfeiting. Everyone would get ID documents that would match with a document kept at the central records depot (read: some guys desk,) and more complicated shit like visas, deeds to property, and contracts would eventually get included.

In general, the main thing that urban centers before the industrial revolution did was act as a marketplace for the peasants.
My hope is that I could eventually develop a treasury and introduce a currency. I'd use wood block printing to decorate the bills, and fingerprints to authenticate them. As far as I know, it's extremely hard to forge somebodies fingerprint in ink, but really easy to make.
There'd have to be one guy who does nothing but stamp his finger on bills, but that's not such a bad job all things considered.
I'd start out by having the wealth of the city stored and taxed in grain or rice, because every farmer has them, and they can keep for years in stockpiles. Plus, in the event of a crop failure, you can allocate the surplus to famine relief. I'd introduce the bills as a way to pay government employees, and allow people to use them to purchase grain from the stockpiles, or pay off their taxes.
Once the demand for cash increased, I'd try to develop a system of bank accounts and checks that aren't tied to the physical cash, and issue more currency than we have grain in the stockpiles. Eventually grain exchange would be done away with entirely, and you'd have a fiat currency run by an independent central bank.
My hope is that if people had an easy medium to exchange their goods, a safe place to do it, and things like contract law and property rights, the magic of the free market would take care of the rest, and you'd get things like daycare centers, schools, banks, and stores run by private citizens. Foreign merchants would be allowed to set up outside the walls where the city watch could protect them, and fingerprint authenticated visas and passports would be used to allow limited entry into the city for outsiders. Maybe start some property tax to prevent a landed gentry from emerging.
I'd want the office of the treasurer to monitor exchange rates with other goods to prevent hyperinflation.

The other really important thing would be modern sanitation arrangements.
Places like Kerala and Sri Lanka have managed life expectancy into the 70s with no money whatsoever by just having village elders pay attention to health.
All garbage must be contained in sealed (probably clay) vessels before moving to the landfill.
