Hell FN sellls SCAR 16's to LE Departments for $999 on routine sales. There are a lot of market forces that keep the rifles in that price range.
Most important of which, is that the consumer base has shown a willingness to spend that much money on a rifle. I know DSA stuff is closer to 8 or 9lbs, but that's because they make liberal use of aluminium. Guns made of surplus shit are mostly steel; forged, stamped, or otherwise.
