Lets just say in the future some crazy ban is passed where AR15s and AKs are banned. How would anyone be able to keep track of 80% lowers? Assuming they would still be available for sale (no idea why they wouldent since it isnt a gun) how would you stop people from making them?

Also, since in current US law barrels are not a gun, thy might try banning them and then say "hurr we are not banning guns and not violating 2a. why are you so angry about"
