Nasty Girls promotions are by slot. You can't advance in rank if the slot isn't empty. So you have to wait for some old geezer to retire, quit, or die.

In the reserve (might be different for NG) slots only mattered at E5 and above.
It's entirely possible to be a private for a long time. Fail PT you probably won't get promoted. Article or demotion can set you back.
Private to Specialist is all the same anyway pay bump is really the only thing that effects for the most part.

seen it happen, had a guy in my reserve unit, had all his uniforms , came to every drill for a year, got paid too, but he had yet to go to basic or AIT. Some fucked up schedualing thing, He couldn't touch a weapon when we did qualification, and I don't think he ever evven went to thee field with us. I've heard of split ops doing basic one summer and then their Guard/Reserve unit screws something up or they screw up somehow and they don't got to AIT and they end up hanging around the unit for a year or more before they go to AIT or they just get dropped.Had a friend who was in the Guard, did basic between Junior and Senior year. came back and started drilling. Graduated from HS and then they started playing games about sending him to AIT. They jerked him around for almost a year before someone told him to call the Inspector Generals office. Current nasty girl here for about a year and a half. National Guard does something called Recruit sustainment program where if your drill is months away they can have privates come in for drill. While I was there we had a DSGT and a few e-7's who would teach us classes on how to be successful during BCT and AIT.
In RSP there are a few ways to actually cheese your way to e-3 before you even go to BCT. For e-1 to e-2 they have stripes for skills, which all you have to do is pass a test on basic soldier knowledge and bam, you're suddenly e-2. Then for e-3 they have stripes for buddies, and all you need to do for that is bring in 3 people to enlist and you can get a waiver for e-3. So if you really tried you can make e-3 in the national guard before you're even sent to BCT.
So if what OP said is right, and he was a PV1 for 6 years, he was probably a huge shitbag and did things to deserve it.
