Anything will radio signals is already collected and monitored. Doesn't prevent the criminal act, but they can shut it down once they get wind of it. Also trace it's starting location. Again, doesn't matter if the perp doesn't mind getting caught.
In short, if the perp doesn't care about getting caught or killed, nothing changes. People die whether with guns or drones.

Probably wouldn't be hard to weaponize a suicide drone. Just strap an IED to it put it down somewhere, move to a different location and fly it into your target.
