If there is a law that prohibits police from using explosives to kill suspects, then there is no way to argue around it by claiming you were trying to detonate his IED, because judges aren't that stupid. If there is no such law, there is no problem.

They are the actual military arm of the corrupt bureaucratic mafia in washington, whether they realize it or not.

Not sure how to fix the issue, since police are still a necessity for public safety by-and-large. (which is to say, our lawmakers are not completely overrun with corrupt assholes, but that seems to quickly be changing)
