The whole "Alpenflage is designed for the alps" thing is a myth. Alpenflage is based on WW2 German Leibermuster, the red bit is just good ol' silhouette breaking.
Really it's just a woodland pattern with an odd colour choice, however that colour actually does its job fairly well.
Why does the UN do this?
In call of duty black ops 3 one of the first enemies killed in the campaign is wearing this camouflage. He is the interrogator you can shoot through the glass inside the NRC prison.

Pretty sure those are fireman uniforms, its not uncommmon in east asia for fire departments to have camouflage patterns since it helps making them look cleaner.

Alpenflage has a distinctive red part which seems odd for a camo scheme. But then again: red light has the shortest reaching wavelength of all colors. You can see thst under water, thsts why the light there looks so blue.
And innawoods the red part of alpenflage will vanish from very short distances, look it oup on google pictures. Acutally from more than 15 feet you wont be able to see the red parts anymore, they become brown or even darker. So actually alpenflage is ridiculusly effective.
