Because 22lr became the more succesful rimfire round and the French industry completely gave up on Flobert cartridges, even though it had great potential to grown just like .22 short evolved into.22lr. Flobert rounds are surprisingly accurate, just very short ranged.

Just get a .22lr gun and put a plate of steel behind your target, and you'll be able to shoot in your garage just fine. I've done it for years as a teen, wasn't even wearing any ear pro and no neigbors ever noticed.

Also one of the big issues with shooting indoors is lead inhalation, that'll creep up on you over time as well, there's a reason indoor ranges have powerful ventilation.
