I just don't think he has enough leverage while seated on the ground with no legs to get the kind of power he needs to knock him over. And that's if this were a narrow area where legs can't circle around him constantly to keep him from getting set for that kind of blow.
Just tripping won't be good enough, stumps can't chase into a potential knife boot while legs tries to roll away.

yes, a jump attack could be devastating if it stabs, or knocks out stumps. no-arm mad would have to get lucky and be very nimble to recover his own balance though. whether the jump kick does any damage or not, he could injure himself landing, get his with the bat on the way in, or end up falling down. and with no arms, it may be hard to get up. stumps might deflect the kick and put no-arms man on his back. he may be able to swat at him once he is down.
of course, the jump kick would definitely be effective if stumps does not have his back to a wall. it would be a high probability of losing the exchange for stumps in that case.
New scenario:
A man with no legs and only half of one arm, with a metal hamburger flipper spatula thing duct taped to the elbow. it may not sound like much, but the man is amped up on meth.
