Firstly it's clear that English isn't your first language so it's hard to understand half of what you're trying to say.
Binocular NVGs are common in SOF, particularly the Ranger Regiment. They all have PEQs and at night they're just going to point the laser at what they want to shoot at. If the guy needs to use his thermal optic he'll flip his NODs up and use it. You can absolutely aim with an eotech with binocular NODs but since he has a PEQ he probably won't. They're wearing cold weather jackets, hiking shoes, and nobody gives a fuck about helmet covers; this is all normal.
