They have entirely different mission profiles and doctrines. The Gorshkov-class can't launch an amphibious assault, support unmanned aircraft and submersibles, do RORO, etc.
The Independence is more like an oversized patrol boat while the Gorshkov is an undersized destroyer.

The difference is the LCS isn't focused on shooting, but rather everything other than it. This makes sense in the context of the USN, which already has plenty of shooters.

Nope. Their fighter procurement programs are in shambles because no one is going to buy the PAK-FA and they're trying to peddle 30 year old refits to subsidize their domestic programs.
