Many hardware stores literally sell flamethrowers, but they're not going to sell them to you unless you've got a roofer's licence. Restaurant wholesalers don't sell unless you've got a business tax number from the state. Gun stores don't sell if they think that you would be dangerous to yourself or others once you got your hands on a firearm.
