New Hampshire or Vermont. Great, almost non existent restrictions (high capacity mags, full autos, suppressors, etc) and the environment and climate is probably closer to what you're used to considering both states are on/near the border of Canada. Go shoot in your back yard, land and housing is cheap. The only draw back is if you live in a town in the mountains, police response time is almost garunteed to be at least 45 mins.

But Arizona and Kentucky are god tier if you can handle hotter temperatures.

As a Pennsylvanian myself, I would of course recommend PA. But some other good states here in the northeast are Vermont, New Hampshire and I've heard good things about Maine. If you don't mind the Southern heat, pretty much any state is ripe for the picking.

the best way to do it is to finish your canadian undergrad degree with stellar grades, get accepted in an american graduate program, and then get hired by an american firm after.
you just ride the student visa --> work visa --> green card train and you're all set. otherwise the process is rather onerous.
