If it's all coded, why does it matter? Sure the Russians or whoever would be able to hear it, but that doesn't mean they'd know what specifically was said. Combine that with using the term and channel for tests or training purposes, it'd be tough to know whether the broadcast was real or just a training exercise.

It's often encoded or encrypted using P-25. You can use an RTL-SDR with DSD+ to decode that with your computer. Should set you back at the most 25 dollars.

Now I hardly know jack shit besides type in the frequency and listen/talk, but I'm pretty sure they can restrict who talks. I have a friend who works as a dispatcher at a local ambulance company. One night I told him I was listening to him and he asked me to randomly say "Copy" or whatever. Tried it and he couldn't hear it.
I work for a different ambulance company and dispatch can see what radios are connected and when a truck talks, they can see what radio is calling in. I don't work in dispatch so I don't even know exactly how ours works.

you have a radio channel and a buttload of walkie talkies. a central dispatcher and only trained and professional users of the walkie talkies. the system works good because the channel is kept clear of banter and jokes and only used when needed.
the system is used to save lives but criminals and most people don't like cops. So what do they do? They try to jam the channel and system. Or make fake calls for backup and stuff like that, calling cops niggers and whatnot.
Stuff like that is just bad form and all legal action taken against you is fine by me.

No sources cited for any of their information. Their aircraft data is normal for peace time. I live on the north sea coast of the UK, we get fighter jets in our skies all the time. It's routine, http://www.adsbexchange.com/ has a global radar view of all aircraft submitted by civilian authorities. If anything it's rather quiet in the UK. If we were at Defcon 3, the north sea would be flooded with patroling fighters.

This all being said I've been watching our radar for about an hour, there are more than usual American fighters over the coast, and at least two RAF AEW flying down the coast. There have also been a lot of american air refueling tankers flying around from Mildenhall. UK fighter assets though seem light, noting only 1 tornado and 1 eurofighter in the past hour.
