Cheap: Whatever cheap 22 rifle you can get from the used rack at your local gun store that will accommodate a scope ($100ish)
Expensive: Henry .22 for $300.
Good .22 scope and rings to mount it: $50-100.
Whatever you get, get good with it. You have 1 shot, and you must be within 50 yards.

If you're inside city limits its going to be nerf or nothing

I personally like .17HMR for varmints rather than .22lr. Savage has a bunch of bot guns on .17HMR that run fairly cheap and are good enough to hunt rabbits, squirrels, etc.
get a pellet gun OP. cheap, cheap ammo, loading process makes you feel like each shot counts (it does) and good fun all around. Strong enough to take small game but I wouldn't recommend it for bear hunting
