Because that would require the gun to be straight blowback, which isn't feasible with the pressures generated by 9mm unless you significantly bulk up the action.

Because the 9x18 FEG PA-63 has an aluminum frame and shooting it is fucking uncomfortable to say the least. Hope you are used to comically heavy double action with punishing recoil to boot.
