All of the guys in the military who will actually be needing camouflage ARE allowed to paint their rifles. I.E. Special Forces, (some) Recon, Scout Snipers, etc.
The average grunt doesn't really need to worry about it because they're usually moving in such large-sized elements that stealth isn't really much of a concern. And at the distances that the camo they're wearing is going to be effective, the small black rifle isn't going to change much.
Beyond that, it's all a matter of uniformity and tradition.
