1.25 MOA is actually quite doable. I'm a Finnfag and Mosin-Nagants m/28-30 and m/39 are the most rifles used for old military rifles competitions in here. We also still use Mosin-Nagant action in sniper rifle M/85 - which in correct hands will easily shoot better than 1 MOA.
Do not make the grave mistake to assume that all Mosin-Nagant rifles are the same shitty quality as refurbished Soviet m/91-30.
