When Nuggets were less than $100 a piece, they were a great deal. They were a reasonably accurate center fire rifle for not much money. Now the Nugget prices are bumping up against lower tier civilian hunting rifles that are objectively better in almost every way.

They're cool guns, and some people want to own a piece of functional history. I get that they used to be $50 a pop, but times change and prices go up, people want what they want. Use this to get him into guns, don't discourage him as it might push him away from the hobby all together. You can show him the error of his ways later, with an AK or an AR or whatever.

They are. The reason being the 1933 National Firearms Act. Short barreled rifles are illegal without jumping through regulatory hoops. As far as the ATF is concerned, once a rifle, always a rifle.
However, pistol actions occupy a weird place legally. If you add a 16" or longer barrel to an existing pistol action, it is then Okay to put a stock on it. But if you put a stock on a pistol with a barrel shorter than 16", you have created a short barreled rifle. It's stupid, bit that's the law. There are several manufactures that make "pistol" 10/22 receivers. Get one, or a Charger from Ruger and buy a 10/22 stock cheap off EBay or someplace to modify. That keeps you nicely legal and keeps your dog from getting shot.
