Boot loots often get away with such fuckery because "muh rank". I've been in units where a lieutenant was basically treated as a Corporal until at least one deployment or he's proven himself. Too many 2LT's showing up late for PT if at all with no glow belts, showing up late for work, no haircuts, etc. because RHIP (rank has it's privilege), amirite? a good SNCO should squash that entitled attitude quick and treat him to a higher standard than the enlisted, not a lower standard because of rank. RHIP applies when you've done your time in the shit, not when you're given a rank. at least in good units anyway.
I get the officer rank structure (I get it, i really do), but don't try to boss around the SgtMaj on your first day in the unit if he has kids older than you.
Anyway, the comic is playing on this LT's attitude that he's somehow immune to boot treatment. a "boot" being somebody that hasn't deployed yet.
