because Germany don't want nuclear power anymore, and in a tank sized vehicles thats about the only way you can power a railgun to do any useable penetration

A compromise to give more power, but keep things manageable. The tanks this will go on will have human loaders.
Armies wanted 140mm guns for a while, to combat predicted improvements in Soviet armor that never came, but it would have been too hard. Ammo would be too heavy, turrets would have to be enlarged for the recoil system and ammo storage, and then it's more weight on the vehicle. The 130mm is (obviously) the middle ground between 120 and 140.

There was a 140mm gun. It was to large and needed an autoloader. The end of cold war didnt help it.
