There are several reasons. Firstly what

That is a Handley-Page Victor. It was one of the three RAF "V-bombers" (the other two being the Vulcan and Valiant).
The V-bombers were strategic (nuclear) bombers meant to bolster the UK's Cold War nuclear deterrence. But like the USAF's post-B-52 projects (like the B-58, XB-70, and B-1A), they were all removed from combat service and cancelled production once ICBM, IRBM, and SLBM technology became feasibly accurate and cheap.
Victors were converted to tanker duty and used in the Falklands campaign while Vulcans did some conventional airstrikes.

Why? F-104s are just point-defense interceptors (not even fighters), a role effectively replaced by long range missiles. They have no tactical value whatsoever.
I can understand Victors with avionics and engine upgrades. Have a fleet of tankers and fleet of bombers I guess.
But if you're going to use a fighter, you should go with BBWs there too, like F-15s (air superiority and Strike Egles), Flanker types (which are almost as long as a 737), Superbugs (which are as big and have a heavier dry weight than an F-15), and F-4s for fast tactical bomb trucks.
