Modern C4 doesn't take that much volume, cooling power, energy, surfaces for additional antennas, personnel any more. Any San Antonio or America class could have a part of its internal space devoted to the role. Which size is a command staff for large scale task forces these days? 100? We can fit the necesary accomodation into let's say 1/3 of the LPD and LHD without savaging their primary mission.

No room for a massive command staff on a carrier, they have their own ops to run and it gets a little crowded trying to run absolutely everything from one. Obviously the carrier is the 'flagship' of a CBG but this is a specialized command and control ship for combined fleets/complex operations. You don't need guns, you need space and communications.
