Otherwise, use brake cleaner or carb cleaner.
I'm not too sure on Ruger's exact coatings, but stainless should be fine if you hit it with some acetone or worst case scenario paint stripper. Otherwise, cerakote that shit

Holy shit man. Take it apart and put the metal in a container and pour some paint thinner or white spirit on that shit.
For the stock you'll have to be more careful so the chemical you use doesn't fucking dissolve it. Somewhere on the stock there should be a stamp identifying what type of plastic it is (it's probably ABS or some derivative). Just check online for if your cleaning chemical is safe to use on it. >>30253201

That's basically hydraulic fluid. Break cleaner is a very powerful solvent used for cleaning automotive shit. It comes in an aerosol can.
Don't do anything abrasive unless nothing else works. Try a rag, then scotchbrite or something relatively gentle like that.

No, brake fluid is NOT the same thing as brake cleaner, never take steel wool to your guns, and don't use harsh chemicals on synthetic furniture. That part you'll have to paint over if Hoppes doesn't take it off.

Brake cleaner comes in an aerosol can, it's strong shit, it can strip carbon and grease almost instantly. You want to be wearing gloves and goggles.

Test on a small area, but when I was working for Ruger, the only thing brake cleaner would touch was the slabs on the MkII's, and the finish on the wood.
You have a synthetic fiberfill stock. They are ridiculously tough, and unless you absolutely soak the stock in some aeromatic solvent, I doubt you'll hurt it.
DOT3 will remove paint, but not as quickly as brake cleaner. Soak a cloth or paper towel in in then lay over the paint, and let it work a few days.
Hoppes will also help lift paint, but I'd put it on a paper towel, then lay it over the offending funk, and let it work it's Hoppe magic before attacking with steel wool.

NO. They are NOT the same thing. Brake CLEANER is a de-greasing agent, and will eat most crap that gets in its way (like paint).
