There's one very specific and avoidable set of circumstances that require an engine restart. And it's when one of the two engines is running and that engine is running in what is essentially 'economy' mode. Then the engine will not generate enough power to cool itself in the stupidly warm waters of the Persian gulf.

In any remotely war like scenario both engines will be running so it's not an issue. Ontop of that a third auxiliary engine for cooling alone is already being added when each ship comes back to port.

Still the best AAW ship in the world.
