Logistics. When the German empire was adopting the gewehr 98 Mauser pushed for them to adopt the 7mm Mauser cartridge with it. 7mm is a nice light recoiling flat shooting cartridge, but the Germans could not afford it. Hence why 7.92x57js exists, the German empire trying to get what they could from existing technology.
