I think we should turn elected positions into a civic duty, like jury duty. Take the job away from the hacks who want the position, and give it to whoever is best qualified for the position. Four year term, payscale comparable to GS-5 to GS-12 pay.
An election board would be responsible for finding qualified candidates, and for determining payscale for each position. When election season rolls around, the board would put at least 3 qualified candidates for each position on the ballot. Voters decide who they want representing them.
It's a little rough, but you get the idea.

You still want an office holder in some positions. There's a lot of routine admin work that goes with elected office. That's what we'd be paying these people for, instead of paying them to campaign for reelection.
We could put general outlines of action plans on the ballot, as well. Vote for the plan and vote for the people to implement it. I'm still kicking around thoughts on how things like Cabinet members and advisory staff would be handled. A lot of critical positions aren't elected.
