The media doesn't understand distributed lethality. It's not really about putting weapons on every ship. It's really just trying to keep up ship counts with a reduced budget and expensive American shipyards. Weapons can be added later once the budget increases; additional hulls take years of effort.
Of course, the modules are a shitshow and probably won't be fixed anytime soon.
