In this case, the police have probable cause because they're responding to a 911 call, and they're justified by exigent circumstances since 911 calls are always emergency calls. The fact that they have the wrong house doesn't mean that they're suddenly issuing illegal commands.
It does mean that they're negligent and criminally or civilly liable, but they're still issuing legal commands.
Wrongful arrest can be as simple a matter as mistaken identity. If they police get a call with a description, and you match that description, that gives them probable cause to haul your ass into jail and sort it out later. If the guy had complied, the police could have resolved the issue almost instantly by going "Let me see your ID" and it would have been done in 10 minutes max, no shots fired.
4) ACCIDENTS HAPPEN. MISTAKES ARE MADE. Once again, dispatch is imperfect. Depending on the area you're in, your dispatcher might be county-based, have no clue what your town looks like, or the ability to tell if the address is even remotely correct.
