Co-development of more defense project. By getting people to pay for some of the development costs up front their project can be better funded and thus generally turn out better. Trade off is that the partners except a better net deal then what a normal arms trade would be. Also this helps to ensure that there is better scales of economy. Word is that Russian is only buying 12 of PAK FA, and that means it has become only a means to mature technology.

Yes, I am highly aware that the PAK FA was made in a co-development. Truth is that with India they are hard to deal with , and their starting order was not of the needed size to get the scales of economy were it needed to be. If Russia had been able to get say Malaysia the extra money and scales of economy would of likely made the project a success.

Also the issue is that the PAK FA is not what most non NATO counties are looking for these days. It is a high cost, high performance (in design goals), rather low readiness rate plane. Counties want a plane to have a mid sized air-force that will have a high readiness rate and can threaten the enemy. They want the Saab Gripen. Russian should of been working on a better but similar offering to the Saab Gripen. Use it to replace its very large MiG-29 fleet rather then looking at its fleet of Su-27 for replacement.

Maybe I say what the end goal of a better Russia MIC. Fair point. If Russia sells more arms, especially high value hard to quickly change providers arms like fighters it gets more export income for the state ( their MIC is mostly state owned) and more diplomatic ties. Diplomatic ties can be turned into economic ties with effort.

If Russia does that just maybe it can move its economy off of exporting oil onto a more stable mode. If it has a stable source of income and a better MIC it can afford to have a more modern armed forces.

They need to massively modernize their armored forces with T90S and MS variants. Abandon the T14 and 15, those are nothing but propaganda pieces and a waste of rubles.

Increase the Nuclear sub fleet.

Let MiG build a 5th and 6th gen fighter, tell Cy to go back to ground attack where they belong.

Actually build a CATOBAR carrier and move overall doctrine to more individual forces rather than a top heavy command dominated doctrine.

Oh and at one point develop doctrine for the use of airpower, that would be nice.
