he didn't say that he thinks it SHOULDN'T be sold to civilians, he said he couldn't imagine that there would be a civilian market for it, which of course turned out to be a false assumption.

Hardly. Plenty of intelligent men in history have been fascistoid, short-sighted knuckleheads with delusions of grandeur and a superiority complex, which they (in error) apply, causing untold damage to society.
Stoner and his compatriots seem not to realize what the State represents, and that - when push comes to shove - descendants of men like him are no more protected by said State than any other man.
Only a fool would trust his life on the good will of his fellow men.
